ROBERT B. LOKTEFF, PE, GE

Principal Geotechnical Engineer

Bob Lokteff has 30 plus years of geotechnical engineering experience and has been with Blackburn Consulting for over 20 years.  He is a recognized leader in the area of flood control and the geotechnical community in California. Bob served as a board member and president of the California Geotechnical Engineering Association (CalGeo) for 12 years.  Bob’s contributions to the engineering community include involvement with the Corps of Engineers Sacramento-Area Geotechnical Levee Design/Construction Group and Slurry Wall Design Round Table, and presentations to professional associations on state-of-the-practice laboratory testing and levee design.

Bob’s geotechnical expertise includes: seepage, slope instability, and settlement mitigation on flood control projects, application of pavement rehabilitation strategies, and advanced interpretation and application of laboratory tests results.

He has worked on: levees, dams, bridges, retaining walls, pipelines, water and waste water treatment facilities, landslide repair, airports, and schools.

He has performed forensic engineering services for: tunneling-induced settlement, building settlement caused by soft soils, building and pavement heave due to expansive soil, roadway damage caused by water pressure uplift, and levee cracking and slumping due to expansive soil.
